Job Summary

The HR & Operations Manager is responsible for overseeing the agency's human resources functions, caregiver workforce management, compliance activities, and operational accountability systems. The position also participates in the administrative on-call rotation and may provide emergency client coverage when no other qualified caregiver is available.

Responsibilities

  • Oversee daily HR, administrative, and operational functions to ensure agency objectives and deadlines are met.
  • Supervise and support the caregiver workforce, including recruiting, hiring, onboarding, coaching, performance management, and retention.
  • Maintain staffing levels and partner with leadership, HR advisors, and PEO representatives on personnel matters and employee relations.
  • Review timekeeping for payroll approval, benefits administration, and related records while maintaining strict confidentiality.
  • Ensure compliance with licensing, training, documentation, personnel file, and quality assurance requirements.
  • Monitor incidents, complaints, audits, and corrective actions to support regulatory compliance and service excellence.
  • Lead administrative meetings, track operational performance, and address issues requiring escalation.
  • Participate in the on-call rotation and coordinate responses to urgent staffing needs, including providing hands-on client care in emergency situations when necessary.
Qualifications

  • Leadership, supervisory, HR, healthcare, home care, office management, or operations experience.
  • Strong judgment, professionalism, discretion, and ability to manage sensitive personnel matters.
  • Excellent organizational, communication, documentation, and follow-through skills.
  • Ability to lead teams, provide accountability, and foster a positive workplace culture.
  • Comfortable scheduling, HR, compliance, and business software systems.
  • Willingness to participate in an on-call rotation and provide emergency client coverage when needed.
  • Valid driver's license, reliable transportation, and ability to meet all background screening and employment requirements.
Preferred Qualifications

  • Experience in home care, senior care, healthcare staffing, or another service-based industry.
  • Prior supervisory, operations management, or workforce management experience.
  • Experience with recruiting, payroll administration, employee relations, compliance, or HR processes.
  • CNA certification, caregiving experience, or willingness to complete applicable training.
Schedule & Work Environment

  • Full-time, primarily in-office position
  • Monday through Friday, 8:00 AM to 4:00 PM
  • Participation in a rotating on-call schedule is required
  • Occasional evening, weekend, or holiday availability may be necessary
  • Emergency hands-on care responsibilities are infrequent and only utilized as a last-resort coverage solution
Starting Annual Salary at $58,000.00
